   • Widows of Ex-Servicemen: Widows of ex-servicemen are eligible to avail the benefits.

   • Dependents: Dependents of serving and retired personnel, such as spouses and children (up to a certain age), can use the CSD facilities.

   • Civilian Employees: Certain categories of civilian employees working with the Ministry of Defence (MOD) and related departments may also be eligible.             

2. CSD Products:

   • Groceries: A wide range of grocery items, including rice, wheat, pulses, tea, spices, etc.

   • Consumer Goods: Items like toiletries, cleaning products, and personal care items.

   • Electronics: Home appliances, televisions, refrigerators, air conditioners, etc., are available at subsidized rates.

   • Beverages: Soft drinks, bottled water, and alcoholic beverages are sold at CSD depots.

   • Clothing and Footwear: Uniforms and other clothing items for personnel, along with footwear, are provided.

   • Automobiles: The CSD also offers discounted rates on cars, motorcycles, and other vehicles.

   • Furnishings and Furniture: CSD depots stock various household items like furniture, bed linens, etc.                               

3. CSD Canteen Locations:

   • CSD outlets, known as canteens, are available on military stations, cantonments, and in some cities with large defense populations.

   • There are also mobile canteens and online platforms available to provide easy access to products.                                 

4. CSD Card (Smart Card):

   • A CSD Smart Card is required to make purchases from CSD canteens. The card serves as an identity and eligibility proof for accessing the canteen's benefits.

   • The card is issued to serving personnel, ex-servicemen, and eligible dependents.                                                          

5. Subsidized Pricing:

   • One of the most attractive features of CSD is the subsidized pricing offered to eligible individuals. Products in the CSD are generally sold at much lower prices compared to retail market prices, as they are sold at a lower margin and exempt from various taxes.                            

6. Limitations on Purchases:

   • Quantity Limits: There are certain purchase limits on specific goods like vehicles, electronics, and beverages. These limits are set by the Ministry of Defence to ensure that the benefits are distributed equitably.

   • Frequency Limits: There are restrictions on the frequency of purchasing high-ticket items, such as vehicles, and some items may be purchased only after a specific time interval.

   • Eligibility for Special Categories: The policy allows different categories of personnel, including war veterans or personnel with specific medical conditions, to enjoy special privileges or higher purchase limits for certain goods.                                                                     

7. Online CSD:

   • CSD e-Portal: With the advent of digitalization, the CSD e-portal allows eligible personnel to make online purchases for certain products like automobiles, electronics, and other household items.

   • The e-portal simplifies the purchasing process and provides better access to the products, though it is still mainly used for specific high-value items.             

8. Payment Methods:

   • Payments for products purchased at CSD canteens can be made through cash, bank transfers, or salary deductions for serving personnel.

   • For certain high-value items like vehicles, bank loans or other financing options may also be available in collaboration with banks.                                     

9. Management:

   • The CSD is managed by the Canteen Stores Department of India under the Ministry of Defence (MOD). The department is responsible for procurement, distribution, and retailing of goods, ensuring that the products meet quality standards.

   • Each military station or cantonment has its own CSD outlet, and larger cities may have dedicated outlets or canteens for personnel.                                  

Recent Changes in CSD Policy:

• Price Reduction & Discount: The policy aims to provide products at the most competitive prices, including adjustments based on market conditions and taxes.

• Transparency in Operations: Modernization of CSD operations has led to better transparency, with online portals providing visibility into products, prices, and stock availability.

• Introduction of New Categories: Certain high-demand items, such as electronics and furniture, have been increasingly added to the CSD offering.
